Warrell Creek to Urunga upgrade

Environmental Assessment


An environmental assessment of the proposal to upgrade the Pacific Highway from Warrell Creek to Urunga has been completed in accordance with Part 3A of the NSW Environmental Planning and Assessment Act 1979. The Proposal would involve an upgrade of the existing highway to four lane divided highway from the existing Allgomera deviation, south of Warrell Creek to the existing Waterfall Way interchange at Raleigh.



The general features of the proposal are:


  • Dual carriageway with safe driving conditions for speeds of 110 km/h
  • No direct property access to or from the highway
  • Grade-separated interchanges at:


    • Waterfall Way at Raleigh
    • Ballards Road, south of Urunga
    • Nambucca Heads
    • South Macksville at Bald Hill Road
    • Warrell Creek at Browns Crossing Road

  • A continuous local road between Raleigh and Warrell Creek with a combination of new roads and the existing Pacific Highway. The local road would:
    • Provide safer access to properties that currently have direct access to the highway
    • Allow residents to travel to local shops without having to use the new highway
    • Provide an alternative route between Raleigh and Warrell Creek for motorists and cyclists


  • A rest area for light and heavy vehicles at the Nambucca Heads interchange
  • A range of measures to reduce environmental, noise and visual impacts
  • New bridges over Warrell Creek, the Nambucca River at Macksville and the Kalang River at Urunga
  • Floodplain bridges and culverts across sections of the Gumma and Kalang floodplains

The environmental assessment is on display for community comment until 29 March 2010.

You can drop into one of these displays at any time; there is no need to make an appointment. Copies of the environmental assessment report will be available as well as large scale maps of the proposed works.
